As in so many other arenas, when it comes to exposing Hamas' gender-based violence on October 7, Israeli citizens stepped in where their government left a gaping void
When rape victims recount the horrific details of their trauma over and over again in their quest for justice â to police, on the witness stand and, sometimes, to the media â they say it feels like being sexually assaulted all over again.
For the days and weeks following Hamasâ terror attack on southern Israel last month, it was clear from the outset that sexual violence was part of the plan: not only to massacre Israelis, but also to inflict damage to the countryâs national soul. Evidence of sex crimes was immediately evident to those who retrieved and identified bodies, including those of women who were naked and bore signs of brutality and abuse.
Whether it was an effort to protect the âsecond rapeâ experience for victims and their families, an inability to handle the ugly details or simply one of the many systemic failures of Israelâs leaders in the initial days after the October 7 attack, the full extent of the sexual atrocities committed were not detailed or documented enough to make national or international headlines.
And so an opportunity was lost: the chance to gain a greater degree of recognition and sympathy from international rights organizations as to the depth of the brutality and viciousness of the Hamas attack.
As a result, United Nations agencies established to fight sexual violence against women ignored the atrocities of October 7, and remained silent as if they never happened.
As in so many other arenas, though, Israeli citizens stepped in where their government left a gaping void. The Civil Commission on October 7 Crimes by Hamas Against Women and Children has been announced, with a group of womenâs organizations and human rights legal experts and activists collecting evidence for weeks and holding public briefings â both in Israel and abroad â on the extent of the gender-based violence.
One of the commission members, Prof. Ruth Halperin-Kaddari, explained on the latest Haaretz Weekly podcast that the initiative came about following the realization that the local authorities were âcompletely lacking awareness as to the need to adapt to this unprecedented situation in Israel; whether it is properly handling the forensic evidence from the murdered victims, preparing the protocols for treating the survivors, or whether it is gathering all the digital evidence of sexual violence.â
This evidence, she said, would be critical if there is any hope of eventually getting the UN womenâs organizations to reverse their âblatant and inexcusableâ refusal to recognize what happened on October 7, in what she sees as ânot only failing us Israeli women but undermining the whole system ... and giving ammunition to deniers.â
More than a month later, as they have in diplomatic and security arenas, the Israeli government is playing catch-up.
Last week, as part of a wider briefing on Hamasâ crimes on October 7, the Israeli police unsealed and revealed evidence they have gathered â including eyewitness testimony of the gang rape and murder of a young woman hiding from Hamas terrorists who were wearing military uniforms. A few days ago, police held a briefing for the international media presenting evidence.
Also this week, the Foreign Ministry initiated a hashtag campaign of #BelieveIsraeliWomen ahead of the UNâs International Day for the Elimination of Violence against Women on November 25. The Israeli government has issued an invitation to the UN secretary-generalâs special representative on sexual violence in conflict, and Halperin-Kaddari said she holds out hope that the visit will take place.
If it does, she says, it will be an important step toward what she sees as inevitable â wider acknowledgment and condemnation of the specific crimes against women during the Hamas attack â and continuing violations of the human rights of the women they are still holding hostage.
âThis first phase of complete silence and denial will change,â she said. âIt must change.â

In Palestine, more than 9,000 women have been brutally killed by the Israeli Occupation. 63 women killed per day.
In Sudan, 4 million Sudanese women & girls are at risk of sexual violence.
In the Democratic Republic of the Congo, more than 1 million women have been survivors of sexual violence.
In Turtle Island aka the so called USA, 94% of fatal violence committed again Trans people are committed against Trans women.
This isnât about the stats, the poverty porn or the constant shock doctrine the West desperately needs in order to be inclusive. This is a call for solidarity and collective action.
Access to feminine hygiene products, bodily autonomy and the access to necessary safe and caring spaces as women are all human rights.
On this year women's day, all we could think about are Palestinian women in Gaza.
Nearly 9,000 women have been killed in Israeli attacks in five months. Another 2,100 are missing and presumed dead, while 23,000 have been wounded and over half a million are displaced.
âPalestinian women, especially in the Gaza Strip, are exposed to the worst humanitarian catastrophe,â Ashraf al-Qudra, the health ministryâs spokesperson, said on Thursday.
Dozens of women and girls have also been detained and face harsh conditions in Israeli custody, including sexual abuse.
Women in Gaza also struggle to find menstruation products and access the necessary pregnancy and post-natal care. The consequences on reproductive health, including a rise in stress-induced miscarriages, stillbirths and premature births, have increased significantly.
Women in labour are undergoing caesarean procedures without anaesthetics, and a shortage of post-operative care such as medication, antibiotics and pain relief further exacerbates the situation.
According to the health ministry, 5,000 women give birth monthly in Gaza under âharsh, unsafe and unhealthyâ conditions caused by Israeli bombing and displacement.
There are 60,000 pregnant women in Gaza suffering from âmalnutrition, dehydration and lack of medical care.
There have also been repeated cases of Israeli soldiers mocking Palestinian women by posting videos and pictures of themselves rummaging through personal belongings in Gaza homes, making derogatory comments and posing with womenâs underwear.
